WVS-Neighborhood Safety Comparison between China, Korea and Brazil

We compared the World Values Survey Wave 7(2017-2022) question on neighborhood safety between China, South Korea, and Brazil. What surprised us from the survey results data table is that Brazil considers unsafe as high as 55.4%, while China considers unsafe only 8.9%. Second, South Korea has a moderate rate, with 30.9% of those who think it is unsafe.


In the Inglehart-Welzel world cultural map, we can see that China and South Korea are similar, both belong to Confucianism and are located in the middle and upper part of the map; while Brazil is somewhat distant from China and South Korea, belongs to Latin America and is located in the middle area of the map, It can be seen that the x-axis of China and South Korea and Brazil are similar, and both belong to survival values; while from the y-axis, Brazil belongs to traditional values, while China and South Korea belong to secular values. Therefore, China and South Korea have similarities because of their geographical proximity and cultural proximity, and most of them believe that the neighborhood security is relatively high; then why are China and Brazil so different in terms of neighborhood security? 

Because China has many security environments, we believe the reasons are as follows. 

  1. The first point is the reason of national policy. China is a socialist country. The country vigorously promotes common prosperity, builds a moderately prosperous society in an all-round way, and minimizes the gap between the rich and the poor. The relationship between the living environment and neighbors is relatively harmonious and stable. South Korea and Brazil are capitalist countries. Capitalism faces cycles of financial crises that generate inevitable economic turmoil. Unemployment increases, and business or personal bankruptcies follow. Some people may resort to robbery and revenge for financial damage. This creates a high level of uncertainty and variability in the safety of the neighborhood where one lives.
  2. Second, the social environment is different. China's people's democratic dictatorship system imposes dictatorship on the reactionaries and severely cracks down on all kinds of illegal and criminal activities. And an important project in China - China Skynet. It has the world's largest video surveillance network with nearly 200 million cameras installed. Achieved a counter-attack in visual recognition algorithms and began to lead Europe, Japan and South Korea. Because of this, the detection rate has been greatly improved, many people are afraid of crime, the quality of neighborhood safety has been improved, and the situation of residential security management has been improved.
  3. Third, there are many safest cities in China, such as: Beijing, Shanghai, Qingdao, Shenzhen, Macau, etc.Beijing, as the political and cultural center of China, can see law enforcement officers in many parts of the city, with a high sense of security.As China's economic center, Shanghai has invested heavily in security.Qingdao is the best sailing area in Asia, one of the first coastal open cities in China, and the happiest city in China.It is very livable, the residents living here have a high happiness index, and the secure in neighborhood is also guaranteed.As a special economic zone, Shenzhen has rapid economic development and high per capita quality of residents.Although Macau is one of the four major casino cities in the world, the security is stable. There is an Interpol China National Center Macau Branch in the area. Keep the neighbors safe.At the same time, according to survey data, the safest place for basic local communities in South Korea is Daegu, and the least safe is Jongno District in Seoul.Among the 17 cities, Gyeonggi-do is the safest and Daejeon the least.Secure in neighborhood reflects the number of fatalities, incidents and other risk factors, population, and vulnerable groups in a region in areas such as traffic accidents, fires, crimes, and life safety.Because Daegu is an urban-rural complex city, it has relatively complete urban basic characteristics when it has the characteristics of rural areas with a low accident rate.So neighborhood safety is high.On the other hand, Jongno District in Seoul is a traditional old city center. The aging infrastructure, the increase in vulnerable groups, and the increase in the incidence of traffic accidents have an impact on neighborhood safety, resulting in a low neighborhood safety index.However, the overall number of fatalities in safety accidents in Korea has been decreasing, and the social environment in most regions is safe.And we see women's safe areas in the streets near schools, we think the neighborhood safety in Korea is relatively stable and reassuring.In addition, the government also strongly supports and exerts safety management measures to ensure the safety of neighbors.
The reasons why Brazil considers neighborhoods to be unsafe are as follows:
  1. Government laws and people's control and management are not particularly strict, so there are many chaos and triads in Brazil, and the large gap between the rich and the poor makes its society unstable.
  2. In Brazil, there are a lot of gang fights and fights that people are familiar with. Many even joined the underworld in their teens.
  3. It is precisely because of this chaotic security environment that illegal activities such as prostitution and drug trafficking are rampant in Brazil, especially in parts of Sao Paulo and Rio.
However, there are still some states and regions in Brazil whose public security is relatively good, which is related to the local economic situation, cultural customs, educational background, social atmosphere, etc. And most people in Brazil are very warm and friendly, and they get along without pressure.

The above is a simple analysis of the globalization of neighborhood safety by our group based on neighborhood safety data from China, South Korea, and Brazil.
