Political Globalization

- Gerard Delanty and Chris Rumford

1) Summary:
Political globalization refers to the multidimensional, accelerated and interconnected organization of time and space across national borders. And involves a social world approach, emphasizing post-national and transnational processes and awareness of spatial and temporal compression.Political globalization means the expansion of horizontal connections and the strengthening of interactions among international political actors in the political field. The main signs are the diversification of international political actors, changes in the status and role of countries, the expansion of relations between international political actors, the interconnection of decision-making frameworks at all levels, and the deepening of global awareness. But political globalization has both advantages and disadvantages. Some argue that, in an era when global organizations dominate social life, the relationship between nations risks becoming one of neighbors rather than enemies. This is a new possibility. Still others argue that the emergence of global politics has allowed political power and activity to transcend the boundaries of modern nation-states.Partly this leads to a loss of autonomy and a fragmentation of the social world. Political globalization can thus be understood as a complex domain shaped by three processes: global geopolitics, global normative civilization, and a polycentric grid.

Political globalization has three dynamics: transformation of nationality and citizenship, public sphere and political exchange, civil society, and space and borders. Many countries are affected by globalization. The sovereignty of nation-states and the power of governments are weakening day by day, while the influence of transnational organizations and supranational organizations is increasing day by day. The political communities of some countries do not exercise sovereignty over the country, and the country has lost most of its sovereignty. And the erosion of sovereignty has had a huge impact on the transition of some citizens' nationality.

Second, communication is at the heart of politics. Political parties have always been at the center of large political communication institutions and have used them to generate social impact. Communication is a site of political and cultural debate, not only a space but also a process of discursive debate.Because many public topics are constructed, such as human rights, environmental issues, health and safety, etc. This has caused a major resonance in the communication with the public around the world. Therefore, globalization has promoted the political participation of broad masses of the people. This, perhaps more than any other development, symbolizes the political potential of globalization from the bottom up. The development of global civil society is the result of increased opportunities for domestic and international political interaction.

A "world without borders" is often associated with globalization as borders become increasingly blurred. And there are many metaphorical words, for example, "global village", "world politics" and so on. These are all derived from globalization. The notion of a spatial turn demonstrates a growing focus on the processes by which social space is constructed and the ways in which space constitutes social and political relations. Earth can be viewed as a single political space. The development of the network has also increased people's communication, and people have realized that space is an integral part of social and political relations from the recognition of new spaces and new forms of connection.

2) Interesting Point:
With regard to the idea of a "world without borders", we are increasingly aware of the shrinking of an increasingly interconnected world, and the need to make sense of that world and put it within the grasp of all.

3) Discussion Point:
1.Globalization can strengthen democracy, but it can also divide democracy by shifting autonomy toward capitalism. How to balance the contradictions? How to resolve inner conflict?

2.Does the advent of the network society really represent the decline of industrial society?
